Richard Bruno is the Chief Executive Officer of Inland Empire Health Plan (IEHP).
His first challenge when he accepted the position in 1995 was to organize, staff, and launch the plan.The process involved preparing a business plan for the organization, securing financing, submitting regulatory filings, and obtaining licensing and approval from the State Department of Managed Health Care for a Knox-Keene License and approval by the State Department of Health Services.
Mr. Bruno staffed IEHP in phases from the organization's inception through its first day of operations on September 1, 1996.With over approximately 300,000 Members, IEHP is the eighth largest Health Maintenance Organization (HMO) in California and the twelfth largest Medicaid Health Plan in the nation.
Under Mr. Bruno's leadership, the health plan received an "Excellent" level accreditation with National Committee for Quality Assurance (NCQA); was one of the first health plans in the country to receive NCQA accreditation for their Disease Management Program; developed five (5) programs including: Medicaid, Medicare, Healthy Families, Healthy Kids and Commercial; established in cooperation with the community a health care program for people with disabilities that is becoming a model for other health plans to emulate; and finally, developed one of the strongest member Wellness programs in the nation in terms of its breadth and depth.
Mr. Bruno has served as Chairman of the Local Health Plans of California, a statewide association of locally managed, non-profit health plans, and is currently on their Board of Directors.He also serves on the California Association of Health Plans Board of Directors.He is Assistant Clinical Professor of Health Administration in the School of Public Health and Assistant Clinical Professor of Public Health and Preventative Medicine in the School of Medicine of Loma Linda University.
Mr. Bruno has over 30 years of business experience, with over 26 years in the medical industry and eighteen years with a Health Maintenance Organization (HMO).He has written numerous articles in national and local business publications on many areas of business.Some of these publications include Entrepreneur Magazine, The Journal of Consumer Marketing, and National Business Employment Weekly.
He also has co-authored over 15 IEHP Viewpoint Papers on all aspects of HMO operations that have been distributed nationally.One such Viewpoint, entitled "In California, Medi-Cal Managed Care is Superior to Medi-Cal Fee-For-Service," has been published in the Fall 1998 edition of Managed Care Quarterly.
Mr. Bruno has held executive management positions with American Honda, Baxter International (one of America's largest medical companies), PacifiCare of California, and Maxicare Health Plan (each of which is a large, multi-state HMO).He has managed, reorganized, and started numerous departments within the HMO environment, including employer services, sales, marketing, enrollment services, member services, claims, and provider contracting and services.
At PacifiCare, he directed, reorganized and managed a number of departments including sales, marketing, member service and employer service.He also was on the executive team that reorganized all departments within the company as it merged with acquired health plans.Additionally, he served on the acquisition team in a due diligence capacity.
As one of four PacifiCare Vice Presidents, Mr. Bruno designed, developed, established, and managed a new PacifiCare division in Northern California and successfully introduced PacifiCare's commercial and senior products.
Richard Bruno received his Bachelor of Science in Business (1970) and his MBA (1972) from Woodbury University in Los Angeles.
