Speaking before key players in Mindanao's power sector and other stakeholders in a hotel in Cagayan de Oro City, Dr. Ricardo Rotoras, Mindanao University of Science and Technology (MUST) president, said the IMEM will not solve the power problem Mindanao is facing.
But Rotoras said IMEM, like its counterpart the Wholesale Electricity Spot Market (WESM) that is operating in Luzon and Visayas, will not work in Mindanao, adding it creates a competitive market intended during a peak load (6 p.m. to 10 p.m.) and regulated market for non-peak period.
But he said that competitive and regulated markets should not be separated.
In a regulated power industry, Rotoras said, power generators are subject to the Energy Regulatory Commission (ERC) regulation while generation cost ranges from P4 to P15 per kilowatt hour.
Echoing Rodriguez's concern, Rotoras said there may be slight differences between IMEM and WESM but on a whole they are just "the same bananas with different names."
"There are defects in the WESM that are aggravated in the IMEM," Rotoras added.
