Dr. Renosi Mokate was appointed Deputy Governor of the South African Reserve Bank by H.E. Thabo Mbeki, President of the Republic of South Africa, on August 1, 2005 for a five year term.
Dr. Mokate joined the South African Reserve Bank with considerable knowledge of economic policy issues and with senior management and leadership experience.
She was born and received her primary and secondary education in South Africa. She used her years of forced exile from South Africa to first acquire and then practice the knowledge and professional skills that apartheid had sought to deny her, eventually becoming Professor and Chair of the Department of Economics and Business Administration at Lincoln University.
When she was able to return to her native land in 1992, she joined the staff of the Development Bank of South Africa, first as a senior policy analyst and then as program manager. During the intensive negotiations between the De Klerck government and the African National Congress, she took leave to serve as the Technical Secretary of the Transitional Commission of States, Provinces and Regions. Later, she served as Chief Executive Officer of the Independent Electoral Commission, which was responsible first, for designing, and in April 1994, for administering, South Africa's first multiracial election.
From 1995 to 1998, she served as the Founding Director of the University of Pretoria's Centre for Reconstruction and Development, which was the University's first focal point for community-based research and public service. For the following two years, she was for the Executive Director of the Economic and Social Analysis Group of South Africa's Human Sciences Research Council.
In 2000, she was appointed Executive Director of the Central Energy Fund, which is the holding company for the South African government's interests in oil, gas, coal and renewable energy. Its diversified companies are engaged in commercial, strategic, regulatory and developmental activities in the energy sector. Among her many achievement during her three years at the Fund was introducing new systems to effectively monitor compliance by all sections of the fund with both Generally Accepted Accounting Principles and the Public Finance Management Act.
Before her appointment as Deputy Governor of the South African Reserve Bank, Dr. Mokate served as the Chairperson of the Financial and Fiscal Commission and as Executive Director of Mandisi Consulting CC, a firm that focuses on research, analysis and development facilitation in the fields of intergovernmental fiscal relations, energy, and local and regional economic development.
Dr. Mokate holds a bachelor's degree in economics from Lincoln University in Pennsylvania, received under the AAI administered South African Training Program (SATP), and master's and Ph.D. degrees in economics from the University of Delaware in the United States. Dr. Mokate's fields of specialization are in development economics and planning, urban economic policy and policy analysis.
