The Pratt Industrial Airport Authority is not trying to stifle economic development by establishing a protected airspace zone around the airport, Manager Reid Bell says.

The goal of this action is to prevent the construction of any structure within their airspace that would create a navigation hazard and cause Federal Aviation Administration sanctions against the airport.
This action is in response to the possibility of the development of a wind generator farm in an area within the airspace around the airport. The action by the airport has been seen by some as an attempt to prevent economic development in the county and that is not the case, Bell said.
The airport favors economic development including tall structures such as communication towers, high-rise hotels and wind generators.
But because of obligations to the FAA, the airport authority is charged to protect the utility of the airport including the airspace around the airport, Bell said.
The airport would face serious consequences if a structure if a structure exceeds height restrictions in its airspace.
"There have been airports closed because of obstructions," Bell said.
Exactly what would happen to the airport would be determined by where the obstruction was relative to the runways. Since the exact location of the possible wind generators is not known, Bell said the worst-case scenario would include losing a portion of the runway threshold that would result in losing part of the usable space of the runway.
The airport might have to pay back grant money because with the obstruction the airport would fail to meet their obligation to protect air space as required in the grants, Bell said.
A loss of part of the runway would also mean losing the opportunity to attract future business. Any business or individual who builds a structure over 200 feet tall anywhere in the U.S. has to submit those plans to the Federal Aviation Administration for a hazardous navigation study. That is a federal requirement and not the airports, Bell said.
As long as a structure doesn't reach the protected zone it can be built under the protected area, Bell said.
