District 200 School Board President Andy Johnson, Mayor Michael Gresk, and Park District Board President Ray Morrill prepare to answer questions at Thursday's State of the Community address. These public officials came to the Wheaton League of Women Voters forum to help educate the public. The event, hosted by the Wheaton League of Women Voters, featured Mayor Michael Gresk, District 200 School Board President Andy Johnson and Park District Board President Ray Morrill down their respective areas to educate the public about their local areas of government. Wheaton Park District: Ray Morrill, board president The park district laid off 10 percent of its staff to balance its budget, Morrill said. However, he said the department has reviewed the vacant positions to evaluate whether they are necessary for the future. "We work hard to keep our expenses down and look for alternate revenue sources," Morrill said. Despite the cuts, he said the community still uses the park district's services and programs at a good rate. "People come to us because they want to come to us," Morrill said. Morrill was asked why Kelly Park is being renovated for $750,000 when there are flooding and sewage issues by the homes. "Because of the park upgrades, we have to deal with storm water management, and so there will be some re-grading of the park to accommodate that," Morrill said. Morrill said the park district's rate is set at nine cents on the property taxed dollar and that can't be changed unless through referendum. Morrill said the park district uses the Illinois Municipal Retirement Fund because it prevents pension manipulation. "Elected board members could increase their salaries the last four to five years of employment to an exuberant amount so they could get a higher percentage of retirement benefits," Morrill said.
