He joined Indian Administrative Service in 1978.He served in field posts related to rural development, promotion of self employment in urban areas, sports development and youth affairs.He was also Collector and District Magistrate of Guntur district in Andhra Pradesh, India.During 1990s, he moved on to posts in the Central Government.He was Director, Department of Economic Affairs, during which he was involved actively in the policy formulation regarding foreign aid and coordinated projects funded by the Asian Development Bank.He was also Private Secretary to the Prime Minister of India and also worked in the Ministries of Human Resource Development and External Affairs. He also worked as the Technical Assistant to India's Executive Director in the International Monetary Fund (IMF), Washington.After his assignment in the IMF he returned to India and in October 2000 joined the Finance Department as Principal Secretary, Institutional Finance in the Government of Andhra Pradesh.In December 2002, he was appointed as Managing Director, Andhra Pradesh State Financial Corporation. Mr. Watal is fluent in English, French, Hindi, Urdu and Telugu languages.He has been member of the Osmania University Executive Council and the Andhra Pradesh Council of Higher Education.He continues to be on the Board of the Institute of Public Enterprises, Hyderabad.He is also the Secretary of the Andhra Pradesh Indian Administrative Service (APIAS) Officers' Association.

During a meeting held here between State Special Chief Secretary Energy, M. Sahoo, and Ratan P Watal, Secretary, MNRE, the latter agreed to consider the request State's request to provide matching grant in aid for a comprehensive evacuation network of about 3150 mw wind power plants in Kurnool, Kadapa, Anantapur and Rangareddy districts.

Earlier speaking on the occasion, Mr Ratan P. Watal, Secretary (Expenditure), Government of India said that the Indian Cost Accounts Service (ICoAS) officers deal in quite varied and wide subject matters of contemporary significance, namely, pricing of industrial products and services, determination of various subsidies, petroleum under recoveries, and systems studies.
He said that recently, Chief Adviser Cost has rendered important advice in new areas like assessment of Foreign Allowance payable to the Indian staff posted at various missions abroad, evaluation of the consortium credit funding in Khadi Industries, and review of Fees and User Charges charged by various public authorities. In their reports, Mr Watal said that the Chief Adviser Cost has, quite often, recommended significant suggestions for operational improvements including areas for cost reduction.
