Ralph Kemp Ralph Kemp was named Warden of Jenkins in September 2011. Prior to then, Kemp had served as Warden of Wheeler Correctional Facility since Summer 2000. Kemp joined CCA in 1998 as Assistant Warden of Wheeler. He came to CCA from the Georgia Department of Corrections, where he most recently served as Deputy Commissioner. A 30-year veteran with the Georgia state system, Kemp has served as Correctional Counselor, Assistant Warden, Warden and Regional Director. Warden Kemp was named Warden of the Year by the North American Association of Wardens and Superintendents in 2010.

The North American Association of Wardens and Superintendents (NAAWS) has named CCA warden Ralph Kemp, of Wheeler Correctional Facility in Alamo, Ga., "2009-2010 Warden of the Year."
CCA and the Georgia Department of Corrections (GDC) jointly nominated Kemp for the NAAWS honor. Seventeen other wardens nationwide vied for the award.
"With over 40 years of experience in corrections, Ralph Kemp is without a doubt one of the most knowledgeable and well-respected people in state government," said Brian Owens, commissioner of the Georgia Department of Corrections.
"Warden Kemp has proven that he is an adaptive, confident, decisive and determined leader, committed to the highest standards," added Rick Seiter, CCA chief corrections officer.
Kemp, 67, joined CCA's Wheeler Correctional Facility in 1998 after a 30-year career with the GDC, where he started at the Georgia State Prison in Reidsville, Ga., and served in a variety of roles. Kemp was named deputy warden for Georgia State Prison from 1972-1977 and first became a warden in 1977, leading Coastal Correctional Institution in Savannah, Ga., through 1981.
Kemp later served as warden of Central Correctional Institution in Macon, Ga. and Georgia Diagnostic and Classification Center in Jackson, Ga. As Southeast regional director for the Georgia Department of Corrections from 1988-1994, Kemp supervised 13 state and county correctional facilities. In his final role with the GDC, Kemp served as deputy commissioner of Institutional Operations for the Georgia Department of Corrections.
Today, at Wheeler, Kemp oversees a staff of more than 300 at the 1,712-bed facility, which is currently undergoing an expansion of 750 beds.
"Warden Kemp has made broader achievements that have benefited greater society," Seiter said.
Warden Kemp will be honored at the NAAWS "Warden of the Year" Banquet in August, during the American Correctional Association's summer conference in Chicago.

Award-winning Corrections Trailblazer Will Take the Helm at Brand New Facility
MILLEN, Ga. - CCA has named 45-year corrections professional Ralph M. Kemp the warden at its soon-to-open 1,150-bed Jenkins Correctional Center in Millen, Ga, starting in mid-September. As a former national Warden of the Year with decades of experience, Kemp is optimistic about the new Jenkins facility.
"I've been involved a number of times in launching new facilities, and it's always an exciting time," said Kemp. "There is a tremendous amount of work to be done before the opening, from construction to staffing to finally receiving inmates, and I'm looking forward to it."
Kemp is also anxious to share the success of Jenkins Correctional Center with the local community, both by bringing in new permanent jobs and interacting with local residents on philanthropic efforts such as fundraising for the United Way and holding blood drives.
"CCA facilities always participate in local events," said Kemp. "Opening this facility will be a boost to Millen and Jenkins County, and we'll try to help out wherever we can."
Before joining CCA, Kemp had a long career with the Georgia Department of Corrections. He began as a correctional counselor in 1966, then advanced to assistant warden, warden, regional director, and finally, deputy commissioner. He has gained expertise in training development, administrative operations and security.
Kemp brought these years of experience to the CCA family in 1998 as assistant warden at the Wheeler Correctional Facility in Alamo, Ga. He was quickly promoted to warden in the summer of 2000 and has served the facility in that capacity for the past decade.
His expertise and devotion to corrections was recognized most recently when he was named Warden of the Year by the North American Association of Wardens and Superintendents in 2010, an honor he calls one of the most memorable and proudest moments of his career thus far. He is also a lifetime member and past president of the Georgia Prison Warden's Association, a founding member of the Georgia Correctional Association, and a member of the Peace Officers Association of Georgia, the American Correctional Association, North American Association of Wardens and Superintendents, and the Fraternal Order of Police. Kemp also holds a bachelors degree in sociology from Georgia Southern University. He and his wife, Molly, have two children and three grandchildren, and in his free time Kemp enjoys hunting, fishing, and watching sports.
Promotion to warden at a brand new facility is a daunting task, but Kemp says he looks forward to joining the new staff at Jenkins and leading them to success.
"I have had a very exciting and rewarding career," said Kemp.
