Born in Walterboro, South Carolina, Dr. Elkins graduated from General William Moultrie High School in Mount Pleasant, South Carolina and received his B.S. in Science and Literature from Auburn University. He then went on to receive his M.S. in Experimental Psychology from Auburn University, and his Ph.D. in Biopsychology from the University of Georgia, where he graduated with distinction. Dr. Elkins was also inducted into the University of Georgia chapters of Phi Beta Kappa, Phi Kappa Phi, and Sigma Xi Honor Societies. He has been selected for inclusion in the forthcoming edition of Who's Who in America.
Dr. Elkins has been a Research Psychologist at the Charlie Norwood VA Medical Center (VAMC) in Augusta, Georgia, from 1970 until his retirement in 2008. During the past five years he also served as an Addiction Therapist at the VAMC. He also held faculty appointments in the Department of Psychiatry at the Medical College of Georgia (MCG) from 1973 until his recent retirement. Dr. Elkins has served as a funded visiting scientist at the Max Plank Institute for Psychiatry in Munich, Germany, and as a part time faculty member at Augusta State University (ASU), Augusta, Georgia.
A recognized leader in the aversion therapy and conditioned response field, Dr. Elkins has participated as a Research Psychologist and Coordinator of Research. He's conducted psychology research in conjunction with the VAMC, the MCG and ASU. He has also served as a funded principal investigator on NIDA and NIAAA grants as well as on VA Merit Review Awards.

He has also lectured and presented at many national and international scientific meetings.
