R. Michael Holly R. Michael Holly joined the State Department as a Passport Specialist in 1985 and was posted to consular assignments with the Washington Passport Agency, the Miami Passport Agency, the Special Issuance Agency, the Office of Field Operations, and the Office of the Deputy Assistant Secretary for Passport Services (CA/PPT). Mr. Holly's Department assignments also included work as the Special Assistant to the Assistant Secretary in the Bureau of Intelligence and Research, and as a Department of State liaison to the Coalition Provisional Authority in Baghdad, Iraq. Mr Holly was selected as Director, International Affairs Staff, Passport Services in December 2006. In March 2013, Mr Holly was promoted to the position of Senior Advisor for International Affairs, Passport Services, Bureau of Consular Affairs. In this position, he helps coordinate U.S. policy on international issues that impact on passport processes and resource requirements, as well as, to focus the Directorate's participation in international fora that deals with travel document security, standards, issuing processes, and information data sharing. Mr Holly has been active with ICAO Technical Advisory Group on Machine Readable Travel Documents (TAG/MRTD) and the New Technologies Work Group (NTWG) since 2001. Mr Holly currently serves as the Chair, NTWG and is a member on the ICAO Public Key Directory (PKD) Board. He received a Bachelor of Arts degree from Windham College in Putney, Vermont and a post-graduate degree from the Joint Military Intelligence College in Washington, DC.

ACCRA, GHANA - Michael A. Holly was promoted to lieutenant colonel today while on duty in Ghana, Africa, where he is part of the N.D. Army National Guard's State Partnership Program (SPP).
Lt. Col. Holly, of Mandan, serves as the bilateral affairs officer for the State Partnership Program. He works at the U.S. Embassy in Accra, Ghana. He has been stationed in Ghana with his family for the past two years. Brig. Gen. Pat Martin, deputy adjutant general for the N.D. National Guard presided over the ceremony via video tele-conference by administering the military oath of office to Holly immediately after the promotion. "Mike Holly has worked hard to earn this promotion," said Martin. Holly replaced Maj.

A Soldier since 1981, Holly's assignments have included being a company commander, intelligence officer, plans and operations officer, logistics and operations officer, assistant division engineer and state training officer. He earned a bachelor's degree from Regents College, N.Y., in 1998. Since 2004, the North Dakota National Guard has developed a professional relationship with Ghana as part of the Department of Defense's State Partnership Program. This program aligns states with partner countries to encourage the development of economic, political and military ties. Holly replaced Maj.
