Phil Husted, who is Whitestown's full-time code enforcement officer, said he doesn't often encounter out-of-control residents.When he has to approach a resident he knows to be hostile, he informs the police ahead of time and takes someone with him, he said."I'm a little ill at ease, I think, to be patrolling with a gun," Husted said.

Codes Enforcement Officer Phil Husted said Polkhovsky was approved for a variance by the Zoning Board of Appeals in November 2008 to construct an addition extending 22 feet from the front of his home.
According to zoning restrictions, the house should be set back 30 feet from the property line, but the variance allowed the home to sit 20 feet from the property line, Husted said. Polkhovsky's building permit extends through Wednesday, Dec. 2, Husted said.
