The report was issued along with three reports on the use of TANF funds in Pennsylvania , Ohio and Wisconsin . Federal TANF funds are separate from child care services funds, but states are allowed to transfer up to 30 percent of the TANF funds they receive to child care, said Peter Zurflieh, an attorney with the Community Justice Project.
TANF funds may also be transferred to child welfare, juvenile justice and domestic violence programs.
