Mr. Baker graduated from Pepperdine University School of Law in 1978 and received his BA from Hiram College, Hiram, Ohio in 1975.
He served as Town Magistrate for the Town of Barrington in Yates County from 1980 to 1982 and as First Assistant Public Defender for Steuben County from 1989 to 2000, also acting as Special Prosecutor appointed by the Steuben County District Attorney's Office.
