Paul Steinmetz, the director of public relations for Western, said that while the university is looking forward to starting construction on a visual and performing arts instructional center, he realizes that there are certain fiscal realities that must be faced.
"Of course we are eager to start," he said."When the Bond Commission approves the funding we will move forward with the project."
Steinmetz said the center will serve as a resource for the university and the entire region.
"We see it as being an integral part of a vibrant arts community in western Connecticut and New York," he said.

Because there is so much excitement about his talks already, WestConn spokesman Paul Steinmetz said the college created a special ticket process.
"What we are trying to do is to ensure the tickets get into the hands of people who want to attend at the prices we have set," Steinmetz said.
"In some previous events with the Dalai Lama, some big ticket agencies have figured out how to buy large blocks of tickets and then offer them for higher prices."
Steinmetz said WestConn aims to limit those purchases.
The Dalai Lama was born July 6, 1935, to a farming family in Taktser, Amdo, in northeastern Tibet. At age 2, he was recognized as the reincarnation of the 13th Dalai Lama, Thubten Gyatso, according to his website.
While some tickets have been allocated and sold already, Steinmetz said more than half the tickets will available through the lottery.

Paul Steinmetz, WestConn's director of university relations, confirms traffic flow and the burden on law enforcement were the main concerns of the university, contrary to rumors officials objected to some of the festival's content. "It's not about the acts or anything like that," he says.
He says the school's commencement, held in the same spot, attracts about 6,000 people. Steinmetz admits it's not an exact analogy because all the activity is concentrated into a few hours, but says, "Lake Avenue there is just completely clogged. .... With B.O.M.B. Fest you might be able to imagine that it would be clogged for two days and might be a bigger problem."
Steinmetz says the university is still open to events; its Ives Concert Park will host The Beach Boys and Earth, Wind & Fire this summer.
