"The new enrollment management team will look at everything this university does that touches students to improve the student experience," Western spokesman Paul Steinmetz said.
One way is to ensure class schedules are adequate to ensure students have access to classes they need to graduate on time, he said.
Western has also added support for students, such as the new math and language arts labs, which are designed to help students do well in class.
That will improve retention rates, which have a bearing on the enrollment, Steinmetz said.
"If you can help students get over a rough patch and they succeed they are more likely to stay," Steinmetz said.
The university is also making sure students have access to financial aid and scholarships, which could allow them to move from part-time to full-time and make them more likely to graduate, Steinmetz said.

The couple has been "very generous to the music department for a number of years," said Paul Steinmetz, interim associate vice president for Institutional Advancement at Western, in a phone interview. "They've helped tens of dozens of students in that time."
Steinmetz said as donors, the Behrens are rare in their engagement with the university.
"They've been diversified and built a relationship with us over a very long time," he said. "They are part of a very small number of people who stay engaged and demonstrate their concern and care of the students and the university as an institution."
It helps that the Behrens are active students and have firsthand experience on the Western experience -- Steinmetz said the two are not shy about letting the university know when things need to be improved.
"We see them often on campus, in the cafeteria. They take full advantage of all the things that students can do here, which is great," he said.
