"Natural gas prices started dropping last spring, and that continued through the summer," said Paul Livernois, MGU's external affairs manager. "Right now we have a great supply of natural gas that is keeping the prices that we pass along to customers lower than last year. There are no guarantees, of course, but right now it looks like a typical residential customer could pay $225 or so less than last year over the course of the winter." MGU passes natural gas costs along to customers without markup, profiting only from its distribution charges. Nearly eight out of every 10 homes in Monroe County are heated with natural gas. Mr. Livernois said the savings will be expected as long as nothing happens to disrupt the supply of natural gas or drastically increase demand for it, such as hurricanes in producing areas or long bitterly cold periods. Company officials said energy conservation is the primary way to reduce energy use and bills. The company's Web site,, provides tips and ideas to increase energy efficiency at little or no cost. "We know that even a small increase isn't welcomed news for our customers," said Paul Livernois, MGU spokesperson. "The good news is that the commodity price has fallen considerably since last heating season, so the typical gas bill should be less this winter, assuming we have normal winter temperatures. The commodity price - which MGU pays for gas and passes along to the customer - is called the gas cost recovery cost. MGU said the requested rate increase is related to issues that include increases to the cost of capital for financing, decreased sales, increased costs of customer service functions and increased costs of benefits. Mr. Livernois said that the exact amount of any increase approved by the MPSC may not be known until next summer, but that an interim increase is expected to be put into effect Jan. 1. "We know that rate increases in a tough economy are difficult for all of our customers. We are continually looking at ways to improve our efficiencies and reduce operating costs, just as any Michigan business," Mr. Livernois added.
