Paul Francisco , a social studies teacher at Boulder Valley's Arapahoe Ridge High School who has taught in rural Louisiana as_well_as inner city Baltimore , said the school is drafting a crisis-management plan , realizing after Columbine that one was not in place.He said Boulder Valley seemed a little lax on security issues.In Baltimore , we were much more prepared for a catastrophic thing , Francisco said.Most schools were fenced off and had limited access.The schools in Baltimore have police in them constantly.I think it's just important to not lose the lessons of Columbine..
