Close to 41,000 of the roughly 4 million Mexicans abroad who are eligible to vote requested a ballot before the January deadline, said Patricio Ballados, a spokesman for Mexico's Federal Electoral Institute, or IFE.So far, expatriates have returned about 28,000 ballots, Ballados said, most of them bearing a U.S. postmark.
