Patricia Mason-Guillory, chairman of the Veterans Memorial, said the council's action will enable the a committee to hold a ground-breaking ceremony later this month at Evangeline Downs Racetrack and Racino.
Mason-Guillory said the racetrack is donating 2 acres of property.
"The site has been designated by the racetrack and now we can have an official dedication," Mason-Guillory said.
She said the project, which began in 2004, will be funded by private donations.

At the presentation, the St. Landry Parish school system's parent involvement coordinator Pat Mason-Guillory told club members that St. Landry Parish is one of the poorest parishes in the nation -- and that that statistic is linked to the high illiteracy rate --49%.
Mason-Guillory asked the Opelousas club members to remember the experience of reading their first book, turning those pages for the first time. "Literacy is more than just reading and writing," Mason-Guillory said. "It's the ability to imagine the entire world in your hands." Mason-Guillory said Rotarians can help turn around that sense of reading being a "chore" for kids, and the fact that children are taught to read at school, but go home to parents they don't see reading because those parents can't read. Mason-Guillory encouraged Rotarians to turn out in large numbers and read to children on March 8, 2008 as part of the Read Across America Program.
