Pat Kohler has 32 years of leadership experience in Washington state government, where she has held senior level positions in the area of finance, audit, licensing, materials management, and procurement.
In 2013, Governor Inslee appointed Kohler to lead the Department of Licensing (DOL). Washington's DOL has over 1,300 employees and is responsible for a $289 million dollar budget. The agency issues 7 million driver's licenses a year, and 6.5 million vehicle/vessel registrations per year, as well as over 256,575 professional and business licenses, and collects nearly $3 billion a year in revenue to support the state's transportation system.
Prior to joining the Department of Licensing, Kohler served as the Director for the Washington State Liquor Control Board. She provided vision, direction and leadership for the regulatory and enforcement functions for more than 17,000 liquor licenses and led the early development of policies for a new regulatory system for Cannabis.
Kohler is a graduate of Central Washington University with a B.S. in Accounting, and is a Certified Public Accountant. She achieved LEAN Six Sigma Green Belt Certification from the University of Washington in July 2012. She serves as Vice Chair for Region IV American Association of Motor Vehicle Administrators (AAMVA) and as Board Member at Large for AAMVA's International Board of Directors.

If the Supreme Court overturns the initiative, the first order of business would be to restock the state stores' dwindling liquor supplies, said Pat Kohler, Liquor Control Board director. Beyond that, the board would have to reach out to the governor and lawmakers to determine next steps, she said.
