Telephone Companies' Competitors Fight Deregulation Proposal

Pamela Sherwood, vice president of regulatory affairs at tw telecom, also challenged proponents' assertions that the proposal would level the regulatory environment between ILECs and their competitors.
"While the bill purports to be deregulatory, its not as simple as it appears. Unfortunately, the bill does pick some winners and losers," she said, asking members to slow down deliberations on the measure to adequately address "fairness issues." She asked senators to consider amending the bill to prevent building owners and managers from "discriminating" against certain telecommunications companies by charging them higher rates to connect with their tenants or by simply refusing entry to run cable and install equipment. "There's no taking of private property," Ms. Sherwood said, explaining the proposed riders would ensure companies access to unused space and allow landlords to charge rent for it.

She is responsible for legislative and regulatory matters for seven states in the central/Midwest region. Ms. Sherwood advocates before various governmental bodies to create a regulatory environment that fosters competition and is conducive to achieving the company's business objectives. Ms. Sherwood also serves as the President of the Midwest Association of Competitive Communications, Inc. (MACC), a coalition of 15 competitive local exchange carriers and interested businesses dedicated to supporting a regulatory environment that fosters competition in the communications marketplace. Ms. Sherwood has extensive legal and regulatory experience in the telecommunications industry. Before joining tw telecom, Ms. Sherwood was an attorney in private practice for seven years focusing initially on general litigation and then developing a specialty, once TA96 was passed, in telecom issues, developing and managing a telecommunications practice group. She has been with tw telecom nine years. In recent years, she has served as a witness in regulatory proceedings, given speeches on various telecommunications topics, including pole attachments, and serves in leadership roles in universal service industry task forces and committees.
