Time Warner Telecom's vice president of regulatory affairs, Pamela Sherwood, said the legislation would eventually allow SBC to drop prices well below their actual costs to win back customers from competitors.Then the company could raise prices on customers in small towns or rural areas where there is no competition, she said."Without regulation, we're going to have competition priced out of the marketplace and a slowdown in economic growth," said Sherwood, whose company provides telecommunications services to businesses, governments, hospitals and schools in Central and southeastern Indiana."Right now, the commission has oversight of SBC and whether it is pricing predatorily or anti-competitively."Once competitors give up, go out of business or leave the state, SBC would then be able to charge whatever it wished, Sherwood said.SBC has been here before
