In 1957, the National Harbours Board hired Dr. P.L. Pratley as the consulting engineer for the project.
His son, H.H.L. Pratley, took over and completed the job after his father died in 1958.

On November 19, 1924, the Commissioners announced that Montsarrat and Pratley of Montreal and J.B. Strauss of Chicago, operating under the name Montsarrat, Pratley & Strauss, had been appointed as consulting engineers for the project.
In 1957, the National Harbours Board hired Dr P.L. Pratley as the consulting engineer for the project. His son, H.H.L. Pratley, took over and completed the job after his father died in 1958.
