Mayor Leeser says El Paso is moving in right direction

Mayor Oscar Leeser addresses the crowd on hand at his second State of City address held at the El Paso Civic Center. (RUBEN R. RAMIREZ-EL PASO TIMES) El Paso Mayor Oscar Leeser defended the City Council and boasted about progress in economic development and fostering area partnerships among other topics during the annual State of the City luncheon Thursday. "Our City Council is not dysfunctional," Leeser said. "Some of the headlines that you read, some of the things you hear on the news, you would think maybe El Paso is on the wrong track and that we are not moving forward in the right direction ... that's the farthest thing from the truth." The Greater El Paso Chamber of Commerce luncheon, which is in its 17th year, had more than 700 area business and community leaders in attendance. Leeser, who was to give the keynote address, caught organizers off guard when he changed the format by including a moderator. Leeser took a microphone and walked through the banquet area as Brian Kennedy - the El Paso Sports Commission co-director - asked him questions. Leeser said constituents challenged him to veto the raise, but he ultimately refused. Advertisement "Our city manager has done an excellent job and during all this negative time that we were going (through), he stayed focused," Leeser said. RAMIREZ-EL PASO TIMES) Council members generally are prohibited from giving direction to any employee other than the city manager. Also, some city representatives have not fulfilled certain duties, such as completing the city manager's evaluation, while another had some streets worked on without following procedures and other representatives have addressed city staff directly. "We talk a lot about council, it's not dysfunctional," Leeser said. He added sometimes discussions get heated, but it adds flavor to the city. "It's a healthy atmosphere." Kennedy also asked Leeser about topics such as economic growth and community partnerships. Leeser compared the progress El Paso is making to planting a fruit tree. His comparison began with purchasing the tree from a nursery, then driving it home - in a Hyundai. Leeser is president of Hyundai of El Paso. The audience was quick to catch on to the business plug. "You have to keep watering the tree before it bears fruit," he said as he continued the analogy. Leeser said companies continue to invest in El Paso and open businesses, which lead to growth in the private sector. Those companies include the San Francisco-based brokerage and banking company Charles Schwab and Automatic Data Processing, or ADP, a New Jersey-based company that provides human resources management systems. ADP plans to add 1,100 jobs in El Paso by 2020. Leeser said 4,000 jobs have come to El Paso through "watering the tree." Leeser said El Paso has made significant progress and will continue to do so. He added partnerships with Fort Bliss, El Paso Community College, the University of Texas at El Paso and within the private sector will help move the city forward. "Within the next six to 12 months you'll see how efficiently our city is working and moving (forward) together," Leeser said.
