Orlin W. Backes
Orlin W. Backes received his law degree from the University of North Dakota in 1963, and was honored by the Law Review Board and the Order of the Coif.
Orlin served as president of the North Dakota State Bar Association. He is a Fellow and State Chair of the American College of Trial Lawyers, an Advocate and past National Director of the American Board of Trial Advocates. He has received the highest award of the North Dakota State Bar Association, the Distinguished Service Award.
Orlin has served as President of several community organizations and is a former mayor of the City of Minot, North Dakota. Orlin has given seminars on trial practice to the South Dakota Trial Lawyers Association, as well as on estate and real property practice to the Real Estate & Probate Section of the North Dakota Bar Association.
Orlin has a wealth of experience in many areas of the law, including Commercial and Employment Litigation, Real Estate, Estate Planning, and Probate.

Chairman Orlin Backes, who is also a former mayor of Minot, says the committee and the city need to make plans, not just for the next few years, but for the next generation of the city. Backes cites rapid growth in Western North Dakota`s oil fields as a major reason to plan to accommodate growth that`s coming- whether Minot has fully recovered or not. He adds that it`s important that the city make plans and be ready to support a population well over 50 thousand as soon as 30 years from now.
"We have to think big to keep ahead of the oil, besides rebuilding from the flood," Backes said Wednesday. Backes suggested building a South Minot bypass route, as well as making major improvements to streets throughout the city.

Backes said the building would be Minot's first "green" building, referring to its environmental friendliness.Artspace is considering incorporating solar energy into the operation.
Artspace often refurbishes older, historic buildings, but Backes said building a new structure will enable Artspace to design to the needs of artists.The proposed design includes more extensive use of windows than a traditional building might have, he said.

Fundraising had stopped last March after plans by Artspace to cooperate with Minot State University on a Centers of Excellence project failed to win state support.The Centers of Excellence program is designed to promote economic development through university partnerships.Artspace had planned to build along Broadway near the university.
Backes said now that Artspace is moving forward with a new plan, fundraising will be revived.The Downtown Business and Professional Association will be putting a committee together to help with raising money, he said.
The center itself would generate income from rent.Artspace would rent commercial space to small, local businesses.
Backes said the Minot Council on the Arts may be interested in space or resident artists could cooperate in setting up a gallery.
