Taylor said the state Board of Elementary and Secondary Education is required by state law to determine the financial impact of any charter school opening in a district with fewer than 5,000 students, but BESE has never done so despite a request by the St. Helena Parish School Board.
If one or both of those financially disastrous situations occur, Taylor said, then St. Helena will need assistance in providing a education for the students remaining in the school system.
Even if neither situation occurs, St. Helena Parish schools have never been properly funded by local taxes to provide an adequate education to its predominantly black student population, Taylor said.
