Sweeny City Councilman Neal Bess said traffic from the highway can be seen from the county road.Bess, who works at Chevron Phillips, said he knows the dangers involved with any sort of refinery or industrial business, and he would feel better if there were some distance between it and the public."If it was 8 miles, I would feel better if some of my family members or anybody there in that town if they could go an extra 8 miles to possibly save their lives rather than save time," Bess said.

Sweeny City Councilman Neal Bess proposed an ordinance that would prohibit smoking in public facilities, including restaurants, shopping malls and hotel lobbies. Bess gave council a copy of Angleton's ordinance, which was adopted by that city in December.It became effective in March. Bess' father-in-law died from lung cancer, and Bess said he just wanted council to review the ordinance and discuss any revisions at next month's meeting. "I'm hoping for it to be effective in the next two months if council allows it," Bess said.
