Dr Nasser Saif Al Mansouri, the General Manager of National Transport Authority, opened the meeting by explaining the main elements of NTA strategic plan for 2011-2013, particularly in the field of maritime transport as well as clarifying the objective behind such a meeting.
The meeting was attended by Colonel Hassan Abdullah Al Matroushi, the Commander of the UAE Coast Guard, his deputy, a number of Coast Guard officers, Salim Ali Al Zaabi, Executive Director of the Maritime Affairs Sector of the National Transport Authority, a number of relevant departments managers in addition to Dr Nasser Saif Al Mansouri, the General Manager of National Transport Authority. A business plan was set to open such centers, according to Dr Nasser Saif Al Mansouri, the General Manager of National Transport Authority. Dr Nasser Saif Al Mansouri, the General Manager of National Transport Authority said: "The coming period will witness the declaration of the draft federal law on maritime law, as many necessary legislative procedures have been taken and approved previously by the Federal National Council". "The amendments include the addition of new conditions and procedures for safety, environment protection, encouragement of private sector to invest in the maritime transport field, strengthening the position of UAE in this sector, in addition to the importance of local authorities' participation in law enforcement," Al Mansouri said. "This is the first time to carry out comprehensive amendments on the maritime law, as the previous amendments were limited to small aspects and some fields. These amendments stipulate that there shall be coordination amongst the local and federal authorities and follow up of ships by obliging them to be equipped with devices determining their positions and identities," Al Mansouri added. Dr Nasser Saif Al Mansouri, the General Manager of National Transport Authority during the Forum "NTA prepares a proposal for the maritime registration fees in cooperation with a professional advisory office. Such proposal was referred to the Ministry of Finance, in preparation for taking the necessary steps with the other competent authorities. The new fees will be competitive and in favour of the owners of ships for attracting them to register their ships under the flag of UAE. The fleet of commercial ships in UAE consists of 1860 ships in addition to the pleasure boats. The coming period will witness the streamlining of procedures in relation to the entry and exit of sailors, as NTA carried out some studies to determine the gaps and set successful solutions for the same," Al Mansouri noted. The Governmental Authorities listened during the meeting to the enquiries and remarks of the maritime sector and confirmed that they will facilitate any obstacles. "This meeting reflects the coordination made amongst the Ministries, Authorities, Federal and Local Bodies aiming to determine the needs of the relevant categories, discuss and build business plans in the light of their expectations, in order to obtain excellent governmental services in compliance with the programs and initiatives launched by the Government in this field" Al Mansouri said. Al Mansouri pointed out the main elements of NTA 2011-2013 strategic plan, particularly in the field of maritime transport and spoke about the objective behind such kind of meetings. " Al Mansouri said.

Dr. Nasser Saif Al Mansouri, Director General of the National Transport Authority, in a statement to Emirates News Agency 'WAM', said that the current session of the meetings of GCC Ministers of Transport in Abu Dhabi will discuss a number of topics on the agenda related to road and rail transport and marine activities including linking the railways among GCC countries.
He pointed out that the meeting will also discuss feasibility study for GCC railway link to Republic of Yemen, the Memorandum of Understanding of Riyadh on the inspection and control of ships in the GCC countries, safety regulations for small vessels, which are not covered by international treaties. Al Mansouri added that the meeting would also discuss the study prepared on the establishment of a Gulf company for navigation aid, tracking system for ships especially national ships, the study of creating of a database for transport sector in the GCC States, the study of the integration of transport modes in GCC countries, in addition to the Memorandum of Qatar on maritime piracy off the Somali coast, the Gulf of Aden and the Indian Ocean and a number of different topics.
