Director of Program Operations
Ms. Torrey joined COCHS in 2007 with extensive experience working to support education, health care, and social services for vulnerable populations domestically and internationally.
Ms. Torrey leads program operations for COCHS, specifically the development of outreach and education on the nexus of health reform and criminal justice.
She previously served as Project Director for the Juvenile Offenders Community Health Services project (JOCHS) that worked to implement COCHS' model of connectivity in the juvenile justice context.
Previously, Ms. Torrey was employed as Director of Program at Big Brothers Big Sisters of the Bay Area, and led program realignment efforts through the merger of three agencies.

Ms. Torrey received an M.A. from Stanford University in applied communication research with an emphasis in international development.
