Project founder Michele Saunders, former director of community services for Seminole County government "Conversation" creator, convener and facilitator, Michele Saunders -then the director of Seminole County government's department of community services - gave her resignation notice to the county; yet, for the next two group meetings, Saunders elected not to advise the group of providers of that fact. Additionally, she did not present during the group meetings that a substantial sum of new county funding - almost one million dollars - had been set aside in the previous fiscal year for probable use this fiscal year in funding some or all of the activities soon to be endorsed by the provider group. Given the transparent nature of public funding and the public nature of the "conversation," CMF maintains that the resignation and the funding were material, timely, potentially impactful and merited CMF's public disclosure. In CMF news releases about and out podcast of conversation number 3, we announced the funding. In podcast number 4 we announced the resignation. Saunders fully addressed both in conversation number 5. Links to all podcast are posted below. In Saunders' public comment to the provider group assembled for the "conversation," she did not take issue with CMF's disclosure or either issue - resignation or funding. But, at the beginning of conversation number 5, when Saunders called for comments regarding a specific provider issue, two providers elected to raise the CMF disclosure themselves. They confront issues and consider solutions put forward by facilitators Michele Saunders, director of the county's department of community services and Dr. Thomas Bryer, an assistant professor in the Department of Public Administration at the University of Central Florida.
At several points in the conversation, Saunders is joined by Dr. Thomas Bryer who serves as a consultant for this project. In Michele Saunders' closing remarks, she refers to having "dollars to invest in solutions. The amount of funding has never been formally discussed with the provider group during the "conversation" and it is unclear whether those in the group are aware of the specifics of the funding. In response to CMF's inquiry after the meeting, Saunders said that the total amount the county will provide is $900,000 and they will be new funds, not reallocated from existing budget sources. She hopes that they will be made available at $300,000 per year for three years. She states the funds were approved by the county in 2010 and carried forward to the 2011 budget. Saunders advises that the county will likely place restrictions on the use of the funds depending on the plans submitted by the provider group for homeless initiatives which must become self sustaining after the third year. Given the public policy nature of this group conversation it might have been important for the provider participants to be clearly aware of the details and specific amounts of the funding as they worked to propose solutions to the homeless problem. CMF asked Saunders why she wasn't more transparent in disclosing the amount of the funding and its details to the provider group. In an email response, she stated that she didn't "want the group to develop ideas around money but rather have them identify ideas and strategies around need." This 45-minute podcast is a condensation of 3-hours of discussion hosted and facilitated by Michele Saunders, director of the county's department of community services along with Dr. Thomas Bryer, an assistant professor in the Department of Public Administration at the University of Central Florida.
Additionally, Saunders has not advised the provider group in this forum of her resignation, most likely set for July 22. When CMF inquired of details surrounding her resignation, Saunders said her decision to leave was made solely by her for purposes of seeking new professional opportunity. She was not sure what her response will be to those who may feel her departure could place at risk the progress of this conversation at, or may create substantial delay, or that the provider group might lose standing in the eyes of county leaders as a result of her departure. She states that her position as director of community services will be filled on an uncertain timetable… depending on candidate recruiting. It has not been decided if there is an internal heir apparent, particularly to assume her role with the provider group and this conversation. In this 4th meeting, Saunders calls on Steve Fussell, whose voice and profile will presumably rise as this "conversation" moves forward. Fussell is manager of business processes for Seminole County government and it is on him, like with Bryer, Saunders will rely to navigate the infrastructure options the providers may need to create as they "collaborate" to enhance the care of the "homeless people in need" in Seminole county.
