Gaining zoning approval was key to the project, said Michael Spacek, director of energy services for Engineered Process Systems of Huron. EPS will design and engineer the turbines for NexGen Energy of Boulder, Colo.
Next, the company must firm up its grant process and then secure interconnection agreements with FirstEnergy, Spacek said. That step will require the creation of engineered drawings, he said.
Barring snags, construction could begin on the big machines by late winter or early spring, Spacek told the board.
NexGen can move fast on its turbine projects because the company already has in storage the parts needed to build the big machines, Spacek said.
A fence will be erected to keep the curious a safe distance away, Spacek said.
The turbine at the waste water plant will stand within a fence that already protects the facility.
Noise will not be a problem, Spacek said. The turbines will be engineered to create less noise than the ambient sound in the area, he said.

Turtle, located in the industrial park off Baumhart Road in Lorain, is proceeding with their wind turbine ambitions with Mike Spacek, general manager of Engineered Process Systems, a Huron company that sells and installs wind turbines. Spacek is optmistic about the industry's future.
''The possibility for wind in northern Ohio is tremendous,'' said Spacek.
Spacek, along with company president Glen Ginesi, have their own operational 10 kilowatt turbine at their business in Huron.
The proposed 20-kilowatt tower for Turtle would be around 60 feet tall with three blades filling out a 16-foot wingspan, according to Spacek.
The state currently offers industrial grants that cover up to 50 percent of the installation cost or a maximum of $150 thousand, according to Spacek.
''The state has canceled the residential grant programs,'' Spacek said.
