Mike Ogborn has over 30 years of experience in public affairs at both the federal and state levels in the United States, as well as experience at the federal and provincial levels in Canada. Mike was appointed by the Minister of Transportation and Infrastructure in Manitoba to serve on the Manitoba International Gateway Strategy Committee (MIGS). He has worked with US federal agencies such as the Surface Transportation Board (STB) and the Federal Railroad Administration (FRA) addressing issues such as investment tax credits for short line and regional railroads, truck size and weight issues, and other topics that affect the transportation industry. In addition, Mike has represented companies at local government and tribal levels.
Mike has provided expert testimony in both federal and state legislative hearings. In addition, he has participated in drafting legislation and has actively participated in rulemaking proceedings. He has represented companies in freight rail rate cases at the Interstate Commerce Commission (the STB's predecessor). He has also provided labor and strategic transportation advice to truck lines, railroads and shippers. Previous representation includes, but is not limited to, McCarty Farms and Nevada Power.

Michael J. Ogborn Operations & Safety 703 Short Line Safety Initiative - A Review of the New Pilot Project
For the past 18 months, Mike Ogborn has focused his professional endeavours through his consulting firm, Ogborn Consulting Group, LLC ("OCG"). OCG provides consulting services to the transportation industry including strategic advice and counsel, government relations, public relations, management labor advice, and arbitration services. Prior to this, Mr. Ogborn was the Executive Vice President and Managing Director of OmniTRAX, Inc. ("OmniTRAX") for 21 years. OmniTRAX is one of North America's largest private transportation and railroad management companies with 17 regional and short line railroads in 11 states and three Canadian provinces. Served on the Senior Leadership Team and was primarily responsible for government relations, labor relations, and public relations for OmniTRAX and the railroad, terminal, and transportation companies OmniTRAX manages and served on the acquisitions team and on the negotiating team. He continues to serve on the OmniTRAX Advisory Board. Mr Ogborn has served on the Board of the American Short Line and Regional Railroad Association (ASLRRA) since 1994, including stints as Chairman and member of the Executive Committee (2009 - 2014). Mr Ogborn has served on the Rail-Shipper Transportation Advisory Council since 2010 which advises the STB, Department of Transportation, and Congress on transportation policies, legislation, and regulations, as well as the Churchill Gateway Development Corporation since 1999; the Rail Industry Working Group - Industry since 2000; and the Colorado Freight Advisory Council and the Colorado Interim Transit and Rail Committee since 1998, as well as the Union Pacific Short Line Advisory Group. He earned his J.D. and his B.A. at the University of South Dakota.

According to ASLRRA Chair Mike Ogborn, the by-laws adopted cover the following distinct matters: (1) they set forth the general membership requirements, including payment of current dues and assessments to remain an active member; (2) the conduct of business at the Annual Meeting, the Board of Directors Meetings, and the Executive Committee meetings; (3) a conflict of interest policy for Board members; (4) the composition of and selection of chairs and members of standing and special committees; and (5) the site selection process for meetings.
