Legislative Bureau director Melchor Mendiola said Public Law 17-52 mandates that all fixed assets and capital goods bought under any legislative account "shall not be transferred out of the custody of the legislative branch, except as provided by law."
The law also requires that the LB conduct a comprehensive inventory of all fixed assets and capital goods within the respective offices 30 days before the expiration of each legislative term. "To comply with this mandate, I am respectfully requesting the cooperation and assistance from each respective office as the bureau's procurement specialist conducts an inventory of all fixed assets and capital goods purchased during the 17th Legislature for proper documentation," Mendiola said in a Nov. 26 memo to House and Senate members.

Mendiola begins new role as LB director on Monday
House Speaker Eli Cabrera (R-Saipan) and Senate President Paul Manglona (Ind-Rota) formally appointed Melchor Mendiola yesterday as the new Legislative Bureau director, and officially removed Glenna SP. Cabrera and Manglona signed a joint letter yesterday addressed to Mendiola and Reyes, whose removal was pursuant to the provisions of the NMI Constitution. The letter came a day after a majority of members of the Senate and House leaderships voted to remove Reyes and replace her with Mendiola. In a separate statement yesterday, the Legislature said "with a start to building a positive relationship, both [the] leadership of the Senate and House of Representatives has appointed Melchor J. Mendiola to be the next Legislative Bureau director." It said Mendiola will carry on the duties and responsibilities of the former director, "including the management of 24 authorized staff positions and the helm of an annual budget of approximately $1.4 million." "Melchor begins his role as director on Oct. 3, 2011," the statement reads. Cabrera said: "Melchor brings with him 18 years of professional legislative experience, the regard of colleagues from the LB and officials who know him to be an honorable and capable man, and a cunning sense of humor." Prior to his appointment, Mendiola served as a senior legislative assistant for three years, and 14 years as a legislative assistant with the bureau, as well as the offices of former senators and representatives. His community involvement includes being a member of the PTSA and the Marianas Public Land Trust. "I am delighted that Melchor accepted the role as director.
