Max Beauregard, a professional demographer at Houston Community College and a Democratic strategist also not working for either candidate, said the Hispanic vote in Houston might not prove as potent as some had suggested.
In the two most recent statewide elections in Harris County, where Hispanics make up more a third of the population, Mr. Beauregard said, the percentage of Hispanic voters dropped to 10 percent in 2006 from 12 percent in 2002.
