In written comments, the API's Matthew Todd called the proposal "a major and significant Agency action [that] will dramatically increase the paperwork and recordkeeping burden on refineries.

Matthew Todd, senior policy adviser for the American Petroleum Institute, which has more than 625 member companies and groups and supports 9.8 million jobs in the U.S., noted that the industry would be directly affected by the proposed regulations.
According to Todd, the oil and gas industry has voluntarily led the way in its pursuit of improved operations to safely maximize the recovery and capture of oil and gas. He claimed that even as U.S. oil and natural gas production has surged, methane emissions have declined significantly, stating that methane emission from hydraulically fractured natural gas wells have fallen nearly 79 percent since 2005 and total methane emissions from natural gas systems are down 11 percent over the same period. These reductions have occurred during a time when total U.S. gas production has increased 44 percent, Todd said.

On that standard, Matthew Todd of the American Petroleum Institute, an oil and gas lobbying group, testified Tuesday that EPA has determined that fenceline communities are shielded with an "ample margin of safety" from refinery emissions.
Todd added that air quality nationwide has improved significantly since major revisions to the Clean Air Act were made in 1990, in part because of billions invested by oil and gas companies to improve the "environmental performance" of facilities, operations and products.

Matt Todd, a senior policy adviser at the American Petroleum Institute, said communities near refineries are safe today and emissions aren't at levels that are dangerous for people's health.
"The public is protected with an ample margin of safety from refinery emissions," he argued.

Matt Todd
Matt Todd serves as our Logistics Coordinator making sure our trucks, techs and gear are all heading in the right direction. Matt's story is unique in that he is a returning employee to PDA. Originally, he put his DJ experience to work as a retail specialist before a stint in Atlanta where he worked as an AV account executive at the Georgia Aquarium. He left the largest salt water tank in the world behind to come back to PDA...and that's no fish story. In his time off you can find Matt on the pitch, pitching a tent or behind the turntables.
