He said there have been 33 crashes at the intersection during that period. "The predominant accident types were left-turn related accidents, people making a left turn accepting an inappropriate gap, misjudging it and getting hit by a through movement," Allen told the audience. Wallace Montgomery, LLP is pleased to announce that Matt Allen, PE, PTOE has been named Civil Engineer of the Year for 2011 by the MD Section of the ASCE. Matt was nominated by a client (MDTA) - which is really the highest compliment that can be paid and a testament to the good work that he has been doing. The award is also a reflection of the contributions being made by the entire Traffic Department. He was presented his award at the combined ASCE Awards Program and Member Appreciation Night on Tuesday, June 14th at the Top of the World Observation Level, World Trade Center Building in Baltimore, MD. Matt holds a Bachelor's degree in Engineering Science from Loyola College, a Master's degree in Civil Engineering from Penn State, and a Master's degree in Business Administration from the University of Baltimore.

Matt's career started at WBCM as an Engineering Intern where he later joined the firm as a Traffic Engineer upon graduation. Over the next 10 years, he advanced to Project Engineer and Vice President. Matt joined Wallace, Montgomery & Associates in 2003 as an Associate to start and grow a Traffic Division. He was promoted to Senior Associate in charge of the Traffic Department in 2009.
Matt is a registered Professional Engineer in Maryland, Delaware, Pennsylvania, and Virginia, and a nationally certified Professional Traffic Operations Engineer. He has over 17 years of experience in all facets of traffic engineering design and analysis.

Matt is an active member of ASCE, ITE, ASHE, and CEAM where he is currently serving on the Board of Directors.
Matt is actively serving as Co-Chair of the MdQI Safety Subcommittee, and routinely presents projects and papers at professional conferences and meetings throughout the Mid-Atlantic Region.
For the past 15 years, Matt has served as a volunteer for the Baltimore Museum of Industry's "Maryland Engineering Challenges.
