Matt Swoboda, project manager at Gulf Equipment in Mobile, Ala., the construction company that contracted the project, said he came to survey the project's progress a week ago and calculated it to be completed toward the end of March.He
said the project's delay was brought by factors uncontrolled by the construction company.

said."About midway through the project we had to get a utility contractor involved to relocate utility lines for us, so we had a slow, hard time when we first got started."He
