"If you don't create interventions at the primary levels, you're never going to resolve the issue of failing children in older grades," said Maryellen Ham, University of South Carolina and Jasper County School District partnership director.
One of those interventions includes engaging parents in the learning process.

Although PACT test scores have improved in the past four years in Jasper County, there is still a long way to go, Ham
For example in 1999, 39 percent of third-graders met basic or above basic standards in English and language arts for their grade level.
In 2003, that number rose to about 58 percent.
That still leaves more than 40 percent of third-graders testing below basic and not meeting the standards for their grade level in that subject, Ham

RIDGELAND -- The Jasper County school district and the University of South Carolina Beaufort have named Maryellen C. Ham, Ed.D., director of the Jasper County Schools-USCB partnership, confirmed Gail Quick, assistant dean for university relations and grants Friday.
...Ham holds master's and doctoral degrees from the University of Vermont and Vanderbilt University.Her experience includes stints as superintendent and as a classroom teacher.
"I'm delighted and impressed by the amount of energy the district and USCB is putting into this project," Ham
said."Both kids and parents are going to see a remarkable change." Ham will report to Jasper County Schools Superintendent Bill Singleton and a district coordinating council.
...The council consists of Quick, Singleton, Deputy Superintendent Gwen Smith, District Curriculum Supervisor Marva Tigner, Joyce Speas of the U.S. Department of Education and Ham.
