Mary Ann Sinkkonen, a professor at Dominican University of California, said there are three reasons why elementary school teachers' salaries almost double those of preschool teachers.First, a higher level of education is required.There is also a higher degree of accountability in assessing students' skills.And, elementary school teachers have a union. To attract and retain well-qualified teachers, The City's general fund provides supplemental income to teachers through two programs: The San Francisco Compensation and Retention Encourage Stability Program and WAGE$+. CARES pays stipends to teachers who receive the lowest income but have a high level of education.
