Most complied, but one member, Marvin Dang of trade group Hawaii Financial Services Association continued to lobby the Legislature on the task-force recommended bills on behalf of the association during the 2012 session, he said.
Members of the task force, including Dang, some lawmakers and former Ethics Commission Executive Director Daniel Mollway have argued that the code never applied to them since they don't qualify as state employees.
Dang said he thinks the bill is needed to clarify for the record that the Legislature didn't intend for the task force to be governed by the ethics code.
He noted that the Legislature selected his association to be represented on the task force, and therefore, he said he was expected to represent his employer's point of view.
Dang, who made a $200 donation to Hee's campaign last year, said he considers the lawmaker a friend. But he said neither their relationship nor the campaign contribution influenced the writing of the legislation.

Attorney Marvin S.C. Dang, a former state legislator, served as vice chair of the state's Mortgage Foreclosure Taskforce. He is also a lobbyist for BofA, but did not publicly disclose this fact when he was asked to serve on the task force. He recently sent letters to BofA execs to announce that he is lobbying the state House and Senate on behalf of the bank. A few weeks ago, Dang invited BofA's Senior Vice President and Government Relations David R. Swartley to Hawaii to speak personally to each legislator. Dang accompanied Swartley to all 76 offices, while Swartley passed out cards listing his hot line.
In the April 20, 2011 article "The Foreclosure Fiasco," we erroneously stated that 1) attorney Marvin S.C. Dang, who served as vice chair of the Hawaii Mortgage Foreclosure Task Force, was a lobbyist for Bank of America but did not publicly disclose this fact when he was asked to serve on the task force and that 2) Dang sent letters to BofA execs to announce he is lobbying the House and Senate for the bank.
Dang says he is the lobbyist for the Hawaii Financial Services Association, a local trade association for local and mainland lenders, and became involved with BofA on foreclosure issues in February, seven months after he became vice chair of the task force.

Dang's March 1 letter to state Legislators announced that BofA was a new member of HFSA and that David Swartley, BofA's senior vice president & Manager for state and local government relations, would be stopping by the capitol that week.
Dang accompanied Swartley to all 76 legislative offices while Swartley passed out cards listing his toll-free number to be used exclusively by public officials to contact him directly in regards to concerns about the bank.

Still, many people in Hawaii are having problems with delinquency, said Marvin S.C. Dang, a lawyer for the Hawaii Financial Services Association, whose clients include top issuers such as MBNA America and Citibank.
In just the first four months of this year, he's seen an increase in people who are not correcting their delinquency.Their delinquent amounts seem to range anywhere from $2,000 to $8,000, Dang said.
