Marsha Lillie-Blanton, MHS, DrPH
Marsha Lillie-Blanton, MHS, DrPH, is a public health professional with a diverse set of work experiences in government, philanthropy and academia. She is a senior policy advisor with the CMS Center for Medicaid and CHIP Services (CMCS) where she supports federal and state quality measurement and improvement efforts. From 2010-2015, she served as CMCS' Chief Quality Officer and Director of the Division of Quality and Health Outcomes. Prior to her position with the federal government, she worked as a vice-president with the Henry J. Kaiser Family Foundation where she supported the efforts of state officials, health provider organizations and communities in reducing racial/ethnic disparities in health care access and quality. In prior positions, Ms. Lillie-Blanton has had the opportunity to shape health programs and policies at the local level. She has also held faculty positions in the Schools of Public Health at Johns Hopkins University and George Washington University. She has authored and co-authored numerous articles, book chapters, and reports on health care access and disparities in care.

Marsha Lillie-Blanton, DrPH has joined CMCS as the new Chief Quality Officer/Director of DQEHO.
Marsha has over 20 years of experience as a health services researcher and policy analyst, holding positions in academia, government, and a national health foundation. She was most recently an Associate Research Professor at George Washington University School of Public Health and Health Services. Dr. Lillie-Blanton spent several years as a vice-president of the Kaiser Family Foundation where she had responsibility for directing the Foundation's policy research on access to care for vulnerable populations, and worked closely with States and communities on reducing racial and ethnic disparities in health care access and quality. Marsha has also worked in the DC Health Department and chaired the DC Medicaid Medical Care Advisory Committee for several years. She has authored and co-authored numerous articles, book chapters, and reports on health care access and financing issues. Marsha holds a bachelor's degree from Howard University and a master of health science and doctorate degree from the Johns Hopkins University School of Public Health.

Marsha Lillie-Blanton, Associate Research Professor, Department of Health Policy at the George Washington University School of Public Health and Health Services and Senior Advisor on Race, Ethnicity and Health care at the Kaiser Family Foundation - Dr. Lillie-Blanton is an Associate Research Professor in the Department of Health Policy at George Washington University with more than 15 years experience as a health policy researcher and a public health practitioner.
Previously, Dr. Lillie-Blanton was vice president of the Kaiser Family Foundation, where she directed policy research on access to care for vulnerable populations. She now serves as senior advisor on race, ethnicity and health care at Kaiser. In an earlier position at the U.S. Government Accountability Office, she served as associate director of health services quality and public health issues, where she managed the evaluation teams responding to Congressional requests. Dr. Lillie-Blanton is frequently asked to participate in advisory panels focused on the major public health issues of the day, especially where issues of equity and access are involved. She was a member of the Institute of Medicine Committee on Guidance for Designing a National Healthcare Disparities Report and the IOM Committee on HIV Prevention Strategies. She also chaired the D.C. Department of Health’s Medicaid Medical Care Advisory Committee and served on the District’s Health Coverage Advisory Panel.
