Arby's Inc. franchisee Mark Mitra of Mitra Enterprises said he's been hit by the recent increase of the state's minimum wage to $7.40 an hour, saying higher payroll costs have forced him to be more judicious about hires, to the detriment of high school students who may seem like risky employees.He said he's also cut hours and the number of people working the line.
