Saying his agency receives almost daily complaints stemming from synthetic products, Bartow-Cartersville Drug Task Force Commander Capt. Mark Mayton in September called the move a huge step in the struggle to remove unregulated substitutes from retail shelves.
"There were such voids in the state laws that the manufacturers were using to get around what the legislators were putting into law. This just fills that void until some solid state statute comes along that's all-encompassing," he said. "Now it gives us the ability to target the entire gamut of synthetic cannabinoids, all of it. They can't get around the chemical composition. There's basically a total ban in Bartow County of the synthetic marijuana, or cannabinoids."
For Mayton, the measure offers agencies immediate enforcement and prosecution options.
"Right now, if we seize a substance we think to be synthetic marijuana, or cannabinoid, before we can make a charge on that substance, it has to go to the crime lab, have scientific analysis done there, be confirmed that there is an illegal substance on it and then we go back and charge," he said.

Bartow County-Cartersville Drug Task Force Commander Mark Mayton said the men charged in the case had passed around business cards locally to advertise the service.
Mark Mayton said. "People are out there stealing to get that next drug buy."
Seven of Mayton's team were in September extended federal jurisdiction, meaning they have the power to execute a federal arrest and lodge federal charges.
The local DTF teamed with Floyd and Polk County police, the Georgia Bureau of Investigation and the Federal Bureau of Investigation through the FBI's Safe Streets Violent Crime Initiative. The group works in conjunction with U.S. Immigration and Customs Enforcement.
"The agreement allows us to apprehend and federally prosecute gang members, violent criminals and higher-level drug dealers, which is our mission," Mayton said.
The drugs were worth $42,000 on the wholesale market with a street value of "substantially more," according to DTF Commander Mark Mayton.
An Atlanta man and a Doraville man were each arrested and charged with trafficking drugs. The charge, described as Tier III, carries a prison sentence of up to 20 years. That level of punishment, the highest, pertains to 28 grams or more, while 1/4 to 1 gram is a user amount.
Mayton said the operation was significant due to the amount of heroin involved, but also because it is not a common drug used in Bartow County.

We don't move forward unless there is some legal basis for us to move forward in a case, and sometimes because, I think, of a lack of exposure to what we do, our careers, our discipline that we practice, that people just don't understand ... It's not because anyone is less intelligent; it's just they're not exposed to it on a daily basis," Mayton said.
Because the DTF duo is it for Bartow, Mayton said the agency is looking to add to the unit.
According to Mayton, the cost to get a K-9 unit off the ground runs between $45,000 and $65,000, minus the handler's wages.

DTF Commander Capt. Mark Mayton said the agency arrested 454 in 2011, which puts them on course to have a record year. Mayton projected the arrest total would top 600.
Mayton said citizens have brought forth concerns about what they perceive to be a massive drug problem in Bartow County. He said the county's problem is no worse than any surrounding area's and the task force works to be proactive in tackling the problem.
