"I can't speak to the concern of the fire chief," said Mark Buchholz, director of the Willamette Valley Communications Center.
He told KOIN 6 News that "holding incidents" happen about three or four times a year. And said he felt his team was adequately staffed for a usual Monday afternoon. "Of course, you can imagine, if we have five call takers on duty and 27 calls come in - we can't speak to them all at once," he said. However, Buchholz said staff is reviewing the wait times to see how long callers were put on hold. "Obviously, if I had more money, I would have more people, and these incidents would be answered faster," he said.

TOLEDO - Should the Lincoln City or Toledo 9-1-1 dispatch stations choose to consolidate operations with Willamette Valley Communications Center (WVCC) in Salem, WVCC would locate a satellite office somewhere in Lincoln County, according to WVCC Communications Director Mark Buchholz.

At a work session Monday, Nov. 8, WVCC Director Mark Buchholz explained to councilors how the agency works and where costs come from.
The WVCC is part of the City of Salem, and various agencies choose to contract with them to provide services. Buchholz said the rates are based on the agency's population served and the number of calls taken, and said money received from those agencies does not go into the City of Salem's general fund. It has about 60 employees, most of which are union-represented. Its budget is 80 percent personnel, Buchholz said.
