Mark Brown Mark Brown Mark Brown comes to the PACE Program with experience in management, project facilitation, and international development. He recently returned from two years of Peace Corps service in the Federated States of Micronesia, where he was a community development worker and English teacher on an outer island in Chuuk (formerly Truk) state. He worked with the local and state governments in Chuuk to streamline their educational processes and to support environmental governance efforts at the local level. Gillibrand To Help Vietnam Vets Harmed By Agent Orange

In 2005, the VA's former Director of Environmental Agents Service Dr. Mark Brown publicly acknowledged that there was no scientific basis for the exclusion of Blue Water Vietnam veterans, but the VA has continued to refuse these veterans the presumptive benefits Congress initially intended.
In his article in the Journal of Law and Policy, Dr. Brown wrote, "Science does not back up the VA's policy on the Navy."

In a 2005 article in the Journal of Law and Policy, Dr. Mark Brown, director of Environmental Agents Service at the VA, made a surprising admission: Science did not back up the VA's policy on the Navy.
Calling Navy veterans "non-Vietnam veterans," reflecting the VA's policy that sailors don't qualify, he wrote, "There is no obvious scientific or public health basis for excluding these non-Vietnam War veterans" from the presumption that their illnesses are caused by Agent Orange. To address that "apparent inequity," Brown wrote, the VA paid benefits to those Navy veterans who could prove they were exposed to Agent Orange, which ground troops need not do.
