"Everything is in place or should be in place by April 1 for this transition to occur," said Maria C. Amato, senior assistant attorney general for the District's Office of the Attorney General.

Amato said the District has signed an agreement with the Philadelphia-based Resources for Human Development Inc. to take over operations at eight homes and will soon sign an agreement with the Chicago-based Human Resources Development Institute to run eight other homes.
Amato said the move was intended to give the city more flexibility even though it probably was not needed.

There will be additional training, Amato told ACLU, to assure staff do a "more faithful application" of the First Amendment rights of prisoners to read literature. Staff had also ignored internal rules requiring high-level review before any book-banning is final; Amato said those rules, too, will be reinforced in training "and adhered to going forward."
