The conflict forced Mayor Marcelo Contada to ask Royalco to freeze all its operations to avoid worsening the conflict. "All issues raised by those against and those in favor of the exploration must be resolved first before any mining activity should be started," he said.
Contada also asked representatives of the National Commission on Indigenous Peoples (NCIP) to return to Bakun and conduct another round of consultation.
He urged the NCIP to review the process it used as a basis for issuing a certification that consultations had been held and that the project had gained social acceptability.

According to Mayor Marcelo Contada, the LGU wants to meet with all the sectors involving the operation of the Royalco Mining Corporation in the municipality particularly in barangay Gambang.
Contada said that the dialogue will focus on the Mining Exploration Project of Royalco Philippines where in a permit has already been issued despite the protest of the Indigenous People's Organization (IPO) of barangay Gambang.
The protest of the IPO is pending with the National Commission on Indigenous People Central Office and the Mines and Geosciences Bureau - Cordillera regional office, the mayor said.
"My constituents in this barangay would like the MGB and the NCIP to explain why despite the pending protest a permit was already issued," Contada said.
Furthermore, this is the proper venue to address issues and concerns affecting the indigenous peoples of the barangay in order to iron out matters that would prevent the occurrence of any untoward circumstances between the proponents and the residents, Contada said.
He explained that the dialogue will also get the ideas of the people whether they are willing to continue with the Royalco exploration or put an end to this.
According to Contada, Royalco intends to explore at least 5,400 hectares of supposedly mineral-rich areas in Bakun, Kibungan and Mankayan, Benguet in preparation for the opening of a large-scale mining operation. This is the third phase of the exploration stage of the Australian mining firm, he added.
Contada assures that the LGU will remain balance in hearing both sides, whether for or against the issue. (PIA)
