Manuel Kursky is a Senior Consultant with The Regulatory Fundamentals Group LLC and is based in New York City.
Mr. Kursky spent 37 years with the New York State Banking Department, the oldest bank regulatory agency in the nation.
The Department is the primary regulator for state-licensed and state-chartered financial entities operating in New York.
Joining its examiner training program after earning his undergraduate degree, he successfully rose through the bank examiner career ranks, attaining the position of Deputy Superintendent in January 1996.
responsibilities within the Banking Department were diverse.
conducted field examinations of the wide range of entities chartered and supervised by the Department to determine their financial condition, the policies of their management, and whether the requirements of federal and state law and regulation were complied within the administration of their affairs.
These examinations required in-depth financial analysis and asset valuation, determination of board and management competency and corporate governance effectiveness, evaluation of risk management practices, operational scrutiny, new product review, and assessment of internal controls and audit.
also performed numerous internal assignments within the Examinations, Foreign Commercial Banks, Licensed Financial Services, Domestic Commercial Banks, Thrift Institutions, Community Financial Services, Research & Technical Assistance, and Community & Regional Banks divisions.
Much of his
work resulted in policy determinations and recommendations for statutory and regulatory changes.
As Deputy Superintendent, Mr. Kursky was responsible for carrying out oversight of the state-chartered institutions.
approved numerous types of applications, including corporate reorganizations, new branches, specific investments, and statutory exemptions.
made recommendations to the New York State Banking Board
on submissions for de novo charters and mergers and acquisitions after a thorough analysis of all aspects of an application.
In performing his
duties, Mr. Kursky
was in constant communication and worked closely with the federal bank regulatory agencies (OCC, FRB, OTS, FDIC
and NCUA) and other state banking departments.
He retired as the Senior Executive in charge of the Community and Regional Banks Division.
This Division supervises community-focused domestic commercial banks, savings banks, savings and loan associations, and holding companies for the aforementioned institutions.
In addition, it regulates credit unions, safe deposit companies and charitable foundations sponsored by thrift institutions.
Mr. Kursky earned his MBA from Bernard M. Baruch College.
