Maleko, the confluence.disable.peopledirectory.anonymous switch is only supposed to restrict access to the people directory and not to individual profiles. CONF-13276 covers that point directly. So this issue relates to the fact that the GUI options to allow navigation to the people directory are still present even when supplied the disable switch.
