Kathryn Gray, president of the National Society of Professional Engineers (NSPE), was in attendance to present Mr. McCarley with the award at the joint TSPE/ACEC of Tennessee annual banquet held on June 9, 2006 in Franklin, Tennessee.

for the award, Amber Thornton, 2005-06 TSPE Chattanooga chapter president, said, "He is very dedicated to helping people, both personally and professionally.
...With more than thirty-five years of engineering experience, Mr. McCarley is a registered professional engineer in the states of Alabama, Georgia, Kentucky, Mississippi, and Tennessee.He earned a Bachelor's of Science degree in Civil Engineering from the University of Alabama and an MBA from Vanderbilt University.He serves on the Board of Directors for the TSPE, is the Tennessee Regional Director of NSPE, President of the North Chattanooga Council of the Chattanooga Area Chamber of Commerce, Vice President of the Tennessee Engineering Foundation board, and is actively involved with ACEC, the American Society of Civil Engineers, Consulting Engineers Council of Tennessee, Tennessee Hospital Engineers Association, and National Fire Protection Association.
