As a member of the Center for Organizational Transformation for Herb Rubenstein Consulting, Lynn Cooksey provides state-of-the-art strategic planning and implementation assistance to companies and nonprofit organizations. Based in our Austin, Texas offices, Ms. Cooksey specializes in management, media and project planning, budgeting and evaluation.
In addition to her association with Herb Rubenstein Consulting, Ms. Cooksey owns Cooksey Consulting Services of Austin, Texas. Through her company, she provides management services to local and state agencies as well as private organizations based on her extensive background, education and experience. Ms. Cooksey is frequently called upon to develop new projects for solving community problems utilizing surveys and focus groups for defining issues. She also establishes training programs for community groups in the areas of efficiency and team support.
Prior to beginning her own consulting company, Ms. Cooksey served as Executive Director for Austin Community Television. During her time with the organization, she managed the City of Austin contract. Here she worked with City staff, citizens, producers, the ACTV Board of Directors, the Cable Commission, the City Council and the City Council Subcommittee on Cable. Working with these groups, Ms. Cooksey utilized her special skills and her considerable experience to work through issues regarding legal, financial, administrative, grant and personnel matters.
Ms. Cooksey also served as Fiscal Program Specialist with the Texas Education Agency. In this capacity, Ms. Cooksey reviewed federal projects for financial and programmatic compliance in educational institutions throughout the state of Texas. She also provided technical assistance regarding legal, fiscal and programmatic guidelines for federal programs.
While working as a Program Officer for the Economic Opportunity Division of the Texas Department of Community Affairs, Lynn Cooksey performed a variety of administrative functions including training contractors, reviewing programs, establishing performance measures, reviewing personnel and conducting on-site monitoring visits.
Ms. Cooksey has also been involved in the educational sector. She previously served as the Program Development Specialist for Architecture for the University of Texas at Austin's Thompson Conference Center Division of Continuing Education. While with UT-Austin, Ms. Cooksey planned, administered, coordinated and facilitated continuing education programs. She also developed a marketing plan, a budget, logistics, workshop design, literature and conference center arrangements.
Lynn Cooksey received her M.P.A. in Public Policy from the L.B.J. School of Public Affairs of the University of Texas at Austin. She also holds a Bachelor of Arts degree in psychology from the same institution.

According to Langston, a man claiming to be a city attorney called Lynn Cooksey that night and demanded that she pull the program immediately or he would pull the plug on ACTV entirely. Cooksey, in a later interview, denied both accounts, stating that a personal friend who also happened to be an expert in first amendment rights had called her and advised her that the scenes being cablecast by Spurlock were obscene, and that the show should be pulled off the air.
