Mr. Kelley's reason for nominating Luis for the award is as follows: uring his tenure I have not heard a single negative comment about Luis. e is a competent administrator and has impressed the Birmingham staff at HUD with his expertise in CDBG programs and funding. uis is adept in the field of historic preservation and is called upon from the state office in Montgomery as to the credibility and example of our historic preservation program in Opelika. uring his employment with the City of Opelika, Luis has processed sixty-four (64) home repair cases, valued at $306,571.00, and one hundred nine (109) historic preservation cases valued at $1,926,467.00. hese numbers and dollar value are a testament to his intellect, talent, personality, and calm disposition which has endeared him not only to the city administration, but moreover to the citizens he has served. e wish him Godspeed as he returns to Puerto Rico with his daughter Amaia, and extend an invitation to him that he will always be welcome in Opelika.
