Lorey Kelley Carter joined the Care Net team in 2007 as the Director of Underserved Outreach. In this role, she is responsible for identifying, promoting, and supporting ministries and community organizations as they endeavor to develop and open pregnancy centers in urban locations.
Lorey's passion to protect the unborn and prevent unplanned pregnancies was ignited in 1997 when she served for two years as a counselor in a Care Net affiliated pregnancy center in Northern Virginia. She became certified as an Abstinence Educator in 1999 and has since spoken to thousands of students about character development, abstinence, and the impact of the media on adolescent behavior. Lorey has traveled twice to Kenya, Africa to speak to over 13,000 Kenyan students and train over 100 Kenyan educators on abstinence and HIV/AIDS prevention. In 2004, she began working with the Institute for Youth Development as an Abstinence Education Specialist. In this position, she researched laws and curriculum requirements for abstinence education in all 50 States and prepared a website database resource for use by abstinence educators.
Prior to these roles, Lorey led a successful career in the area of international business development and contract administration. She has had experience lobbying government officials to support local privatization efforts, drafting and managing multi-million dollar international contracts, and conducting training seminars for senior level corporate management. Her business administration skills and professional background contribute to her strong ability to manage multi-site projects and mobilize local development efforts.
Lorey has enjoyed a rich heritage in the black church, having been an active member of African Methodist Episcopal, Baptist, and Pentecostal churches. She is presently a member of Loudoun Bible Church, a non-denominational ministry in Ashburn, Virginia, where she serves as a youth ministry leader.
Lorey attended the University of Pittsburgh and earned a Bachelor of Arts degree, a Juris Doctor from the University's School of Law and a Masters in Business Administration from the University's Graduate School of Business. Lorey is also a certified Toastmaster. She and her husband Richard married in 2008 and they reside in Ashburn, Virginia.
